BUDGETS: Council approved the 2024 Final Operating and Capital Budgets. The balanced 2024 Operating Budget is $31,325,357. It includes a two per cent municipal tax increase, which equals a total municipal tax revenue of roughly $8,442,130. The School Tax Requisition has decreased by $9,385. This results in an increase in actual school tax for Residential Properties of 4.14 per cent and a decrease in actual school tax for Non-Residential properties of 5.01 per cent. There is a also a slight decrease in the Seniors Requsition on both residential and non-residential properties. Changes of note in the Final Operating Budget compared to the Interim Operating Budget include a decrease in grants to organizations as the Bonnyville Friendship Centre doesn’t require funding for the men’s shelter in 2024, addition of funds transferred from reserve to cover the RCMP COLA invoice, increase in revenue and expense to complete the Town’s Emergency Management Plan, and more. The 2024 Capital Budget is balanced at roughly $22,048,085. Future Grant Revenue is anticipated to be $1,436,053 per year (includes Local Government Fiscal Framework (LGFF) and Canada Community Building Fund (CCBF). Total revenue for Capital Projects for 2024 is anticipated to be $22,048085. This includes Grant Funding, Transfers from Reserve Debenture Funding (this will be from a future debenture), Local Improvement Tax (LIT) Revenue, Other Revenue and Prior Years Grant funding.
WARRANTY LOADER REPLACEMENT: Due to the loader at the landfill suffering a major warranty defect, the Town will purchase the loaner loader that was provided by the dealership for $36,000.
FUNDING REQUEST: A $250 donation was approved from theÉcole des Beaux-Lacs to assist with the costs of the 2024 Graduation decorations.
A $1,000 sponsorship request from the Bonnyville Oilmen’s Society’s 42 Annual Golf Tournament was denied by Council. This was due to the fact that Council had already provided funding for the Bonnyville Oilmen’s Society earlier this year for their Family Fun Day. The current Sponsorships and Donation Policy states organizations shall be limited to one sponsorship or donation per calendar year.
The Town will be providing a $500 donation to the Kehew Paskwaw Meadows Association for the Kehewin Handgames Tournament that is happening Mother’s Day weekend, May 10 to 12.
PROCLOMATION: Mayor Elisa Brosseau proclaimed April 28 as the National Day of Mourning in the Town of Bonnyville. This day is meant to remember those workers who have been killed, injured, or disabled at their place of work. There were 165 workers in Alberta who died as a result of workplace injury or illness in 2023. The Town of Bonnyville is hosting a Day of Mourning Ceremony on April 26 at 10:30 a.m.
BRIEFLY: A letter of support was approved for the Bonnyville SPCA’s application for their Community Initiatives Program (CIP) grant. If successful, the CIP funds will be used for their day-to-day operations, including but not limited to essential care, food, shelter, medication, and staffing.
Council directed Administration to write off $6,836.21 on Property Tax Roll #00705901 for a property located in the Sportsman Manufactured Home Park. This was due to Administration being notified the owner has passed away and all services have been disconnected.
The Municipal Planning Committee approved the development permit application 24-D0046, with conditions.
The Subdivision Approving Authority approved a subdivision application for the purpose of creating two lots, with conditions.
The Public Hearing Bylaw Amendment 1565-24 Planning and Development Services Fees passed second and third reading. No one was present during the Public Hearing to speak for or against the amendments.
Council ratified a letter of support for the Bonnyville and District FCSS for their Provincial Assisted Transportation Grant application.
A spending limit of $2,500 was approved for Council to spend at the upcoming Hearts for Healthcare Gala on a live auction item.
