4 Wing Cold Lake: Colonel Mark Hickey and Chief Warrant Officer Carlos Oliveira from 4 Wing Cold Lake presented Mayor Elisa Brosseau with the Royal Canadian Air Force (RCAF) 100 anniversary challenge coin. The 100 Coins for 100 Canadians was a RCAF initiative that recognized Canadian citizens who demonstrate RCAF values, such as loyalty, integrity, courage, excellence, inclusion or accountability, were eligible for the honours. Colonel Hickey said a discussion was had and 4 Wing Cold Lake decided to recognize Mayor Brosseau for everything she and the Town of Bonnyville have done to support 4 Wing Cold Lake and the members who call Bonnyville home. Mayor Elisa Brosseau accepted the coin on behalf of Council and the Town.
ROADS REPAIR PROGRAM: The 2026 Roads Repair Program was awarded to E-Construction for $1,782,497. As the tender process received higher bids than the budgeted amounts, Council approved the reallocation of $160,000 to come from the Capital Sewer Reserve and $250,000 from the General Capital Reserve. Key components of the project include various road, curb and sidewalk repairs, replacement of seven existing water valves, replacement of five catch basins and one stormwater manhole, replacement of two sanitary manholes, installation of three para ramps, and replacement of one outlet control structure with piping at the lagoon. The planned completion date is Sept. 25, 2026.
INFORMATION SESSION INVITATION: Members of Council will be attending an upcoming information session hosted by Alberta Transportation and Economic Corridors regarding proposed safety improvements along Hwy. 28, including infrastructure upgrades and potential changes affection regional connectivity. The information session is scheduled for June 24, 2026, from 4 p.m. top 8 p.m. in Smoky Lake.
MUNICIPAL PLANNING COMMISSION: Development Permit 26-D0025 was approved, with conditions, along with a revised building location. The automotive detailing shop is classified as Auto-Service – minor under the Land Use Bylaw. While the development generally complies with the regulations, standards, and requirements of the Land Use Bylaw, it does not meet the minimum setback for driveway access on a corner lot. Administration believes that a greater setback would improve sightlines for vehicles turning from the roadway and mitigate visibility concerns at the site access.
POLICING PRORITIES: Council approved the list of 2026 Policing Priorities, which will be provided to the Bonnyville RCMP. Earlier this year, Bonnyville RCMP S/Sgt. Pinsent requested a list of priorities from Council for the local detachment to focus local policing efforts. The request was referred to the Community Policing Committee, which subsequently established a list of eight policing priorities for Council’s review and consideration. The priorities include property crime, prolific offenders, traffic safety, mental health, community involvement, violence against intimate partners or vulnerable persons, bylaw issues, and encampments.
LETTERS OF SUPPORT: A letter of support for the Town’s application for the Alberta Blue Cross ‘Built Together’ grant was approved by Council. If the grant is awarded, funding would support the reconstruction of the existing tennis courts located at 4808 49 St.
The request for a letter of support from Cold Lake First Nations regarding the Mission Road Bridge closure was approved. The Mission Road Bridge was closed indefinitely due to erosion and structural instability caused by rising water levels. The bridge is a critical access route for the community, and its closure has resulted in traffic being diverted to alternate routes, including Range Road 424 (Frog Lake Road). This has increased traffic volumes on surrounding infrastructure not designed for sustained higher usage, contributing to accelerated wear, reduced visibility due to dust, and increased safety concerns.
PROCLOMATION: Mayor Brosseau declared June as Recreation and Parks Month in the Town of Bonnyville. The Town is fortunate to provide a range of parks, open spaces, trails, and recreational facilities that offer meaningful opportunities for residents and visitors to be active, connect, and enjoy the community. Recreation and parks in Bonnyville enhance quality of life by promoting active living, leisure opportunities, and lifelong learning; help residents live healthier and longer lives; and support the development of confidence, creativity, and positive lifestyles for children, youth, and families. Mayor Brosseau encouraged residents to participate in and celebrate the many benefits of recreation and parks throughout the community.
BRIEFLY: Council accepted a sponsorship request for Gill Grand – George Strait Tribute as information. The for-profit event is happening at the Bonnyville and District Centennial Centre on Aug. 15, 2026. Donations from the event will be provided to charities in the area.
A request for Property Tax Penalty Relief was denied as the penalties were applied in accordance with Bylaw No. 1489-19 and the Municipal Government Act.
A sponsorship request from Kingpin’s Bowling Alley was denied by Council.
