Volunteers Needed
The Municipal District of Bonnyville (M.D.), along with partnering municipalities, is looking for volunteers to sit as Members-at-Large on the Joint Assessment Review Board (Joint ARB) and Intermunicipal Subdivision and Development Appeal Board (ISDAB).
What is involved with the Joint ARB?
An Assessment Review Board (ARB) is a quasi-judicial body that hears and resolves disputes over local property and tax assessment matters. Accordingly, a Joint ARB consists of two or more partner municipalities who act jointly to share resources and facilitate the property assessment complaint process.
There are two types of ARBs — Local (LARB) and Composite (CARB).
– LARBs hear property assessment complaints for residential property with three or less dwellings and farmland, plus some types of tax notices.
– CARBs hear all other property assessment complaints not heard by a LARB.
Hearings are held during business hours, as required. The number of hearings per year varies depending on the number of complaints submitted.
This role will involve a few days of online training as well as refresher training every three years, as per provincial legislation. Remuneration for meetings and required travel are paid in accordance with rates agreed upon by all partner municipalities.
Appointment to this Board is for a four-year term to expire October 2028.
What is involved with the ISDAB?
A Subdivision and Development Appeal Board (SDAB) is a quasi-judicial body that hears appeals from people who have been affected by a decision of the municipal Development and Subdivision Authorities. Accordingly, an ISDAB consists of two or more partner municipalities who act jointly to share resources and facilitate the Development and Subdivision Appeal process.
By hearing appeals and making decisions on land use in Alberta, an ISDAB fulfills a vital function in achieving the goals of orderly, beneficial and economic development. Appeal board decisions shape the community and affect the lives of developers, neighbors, citizens, and businesses.
Hearings are held during business hours, as required. The number of hearings per year varies depending on the number of appeals submitted each year.

Who can volunteer?
Eligible applicants must be over the age of 18 years.
Beneficial personal attributes would be strong analytical and reasoning skills, the ability to remain fair and open-minded, and the ability to work with others as a team.
