DEPUTY MAYOR: Town of Bonnyville Coun. David Sharun was sworn in as Deputy Mayor. His appointment officially began on Jan. 1, 2025, and he will hold the position until Oct. 28, 2025.

BYLAWS: The Animal Control Bylaw 1585-25 received three readings. This update includes changes to the penalties section in order to make pet owners more accountable for their animals. Other notable changes include a one-time pet license fee. Dog owners will now pay a $20 fee, while cat owners will pay a $20 fee if their pet is spayed or neutered or $40 if their feline isn’t spayed or neutered. Other important changes consist of the increase of dogs allowed in one household in Town from two to three and that pets cannot be left in vehicles if the temperature is warmer than 20 degrees or colder than -10 degrees.

Amending Bylaw No. 1586-25, a bylaw to amend Bylaw No. 1561-24 to Regulate the Collection, Removal and Disposal of Garbage, Refuse and Other Waste received all three readings by Council. This change will see the Residential Garbage Rate increase by two per cent.

All three readings were given to Bylaw No. 1584-25 – A Bylaw to Amend Bylaw No. 1569-24, which will increase the utility fees for water, sanitary sewer and storm systems by two per cent.

Council provided three readings to Bylaw No. 1583-24 – Transportation of Dangerous Goods Bylaw, which incorporates the revisions required by the Minister of Transportation and Economic Corridors.

DELEGATION: Northern Lights Library Systems (NLLS) Executive Director, James McDonald,  presented Council the stats coming from the Bonnyville Municipal Library are ‘astounding.’ The local branch falls under the NLLS, which allows patrons access books, ebooks, and non-traditional materials through the system. The levy cost for the Town of Bonnyville is $35,128. According to McDonald, the Bonnyville return of investment works out to be roughly $1,233. Bonnyville library users borrowed over 60,000 print items and that value was $1.50 million in 2024.

BRIEFLY: Council repealed Policy No.’s 22-FN-083, the Sponsorships and Donations Policy and Policy No. 22-FN-085, the Community Grants Policy. This was due to Council approving various policies with regards to funding requests the Town receives from individuals and community organizations, which became effective on Jan. 1, 2025.

The request to have the municipal property taxes waived for Unit # 110 at 4407 45 Ave. was approved. The reasoning for the request was due to the property being uninhabitable as there is a Bonnyville Regional Fire Authority (BRFA) evacuation order for the property because of the leaking Trican Well in the area.
