BY-ELECTION: A By-Election must be held to fill the one vacancy currently on Town Council. Council passed motions to set the By-Election date on April 20, 2026, appointed Quinton Wintfley as the Returning Officer and Brad Trimble as Substitute Returning Office and directed the Returning Officer to conduct institutional voting at the Bonnylodge, Bonnyville Health Centre, and Extendicare. The Nomination Period is open from Feb. 11, 2026, to March 23, 2026, closing at 12 p.m. (noon) on March 23. Further information will be posted to the Town’s website.

BYLAWS: A public hearing was held as part of the legislative process for the amendment to the Land Use Bylaw No. 1447‑ 16, which was required before second and third hearing was given. No public input was provided during the public hearing to speak for or against the proposed amendments. Bylaw No. 1627-26 adds new definitions to the Land Use Bylaw and lists the corresponding uses as discretionary within the C2 – Fringe Commercial District and C3 – Highway Commercial District to allow potential businesses to be accommodated under the new zoning regulations.

Bylaw No. 1598-25 to establish a Local Police Committee was given third reading by Council. The Government of Alberta introduced legislation in 2025, which requires a change to how police committees were governed and structured. Municipalities were required to either join a regional police committee or choose to establish a new formal local police committee. Town Council opted to establish a new local police committee. The Town will forward the bylaw to the provincial government for approval.

Neutral Spaces Bylaw No. 1611-26 received all three readings. The bylaw outlines that crosswalks in Town be limited to a standard marked white pattern, emphasizing a priority on safety.

DELEGATIONS: Representatives from the Lakeland Industry and Community Association (LICA) gave a presentation to Council providing an organizational overview and how they’ve partnered with the Town on projects in the past. LICA’s local impact includes environmental monitoring and management, and education and outreach programs. Their mission is to collect, share, and act upon credible data, Indigenous knowledge, and information relevant to the environment. They achieve this through scientific study, community engagement and meaningful partnerships.

BRIEFLY: Council ratified the Joint Use and Planning Agreements (JUPA) with Northern Lights School Division, Lakeland Roman Catholic Separate School Division, and Conseil Scolaire Centre-Est. The Government of Alberta mandated that all municipalities must enter into these agreements with local school divisions. To meet the mandate, the Town entered into discussions with the local school divisions and all three agreements were signed and ratified by Council.
