Town Council passes 2025 Operating and Capital Budgets

BONNYVILLE – Town of Bonnyville Council passed its 2025 Operating and Capital Budgets during the Dec. 10 meeting, paving the way for a year of progress and thoughtful planning.

The balanced Interim Operating Budget was passed at just over $32.7 million. The balanced Interim Capital Budget includes $11.29 million in funding.

A two per cent residential municipal tax increase, a four per cent multi-family and non-residential municipal tax dollar increase, and two per cent utility and garbage rate increase were included to assist in balancing the budget. A transfer from the general operating reserve in the amount of $778,075 and a reduction to requests from Community Organizations were also included to balance.

Prior to the finalization of the Tax Rate Bylaw in May 2025, there will be adjustments to reflect the 2024 year-end, as well as any changes between now and April 30, 2025.

The Interim Capital Budget reflects administrations review of capital projects and the prioritization of non-critical capital projects, which includes the proposed Aquatics Facility construction. The total amount included in the 2025 Capital Budget for the Aquatics Facility is $2,505,766 for the Planning and Design Phase of the Project.

Provincial Grant Funding is anticipated at $1.58 million, which is an increase of $144,971 over 2024.

Reserve transfers for equipment replacement totals $736,963 and a reserve transfer in the amount of $847,304 has been included to balance the Capital Budget. As a result, the total amount transferred from reserves is $1.58 million.

Town Council will revisit the 2025 Operating and Capital Budgets in May 2025, which is when they will be finalized.
