COUNCIL HIGHLIGHTS

REGULAR MEETING

JANUARY 23

FUNDING REQUESTS: The $50,000 funding request from the Clayton Bellamy Foundation was approved by Council. The request was included in the 2024 Interim Operating Budget but needed Council approval to release the funds prior to the finalization of the budget in April.

A $1,500 donation will be provided to the Lakeland Panthers U15AA Hockey Club to assist with the costs to attend the Alberta Winter Games, which are taking place in Grande Prairie Feb. 16 to 19, 2024.

BYLAWS: Council provided first reading for Bylaw No. 1562-24 – Establish a Naming Committee. This draft included increasing the number of Councillors on the Naming Committee from two to three. It will be brought back at a future meeting for second and third reading.

Bylaw No. 1563-24 – Temporary Borrowing Bylaw was provided all three readings by Council. The Town is required to pass a Temporary Borrowing Bylaw annually for the purpose of financing operating expenditures should the need arise. The amount of the maximum borrowing in Bylaw No. 1563-24 is $2.562 million which is unchanged from last years authorized amount in Bylaw No. 1545-23. Administration doesn’t anticipate having to borrow for operating.

All three readings were also provided for the Amending Bylaw 1559-24 a Bylaw to Amend Bylaw No. 1551-23 To Establish a Governance and Priorities Committee. Amendments were made for procedural and housekeeping items, including allowing the committee do go in camera and the deadline for presentation materials will now be the Wednesday prior to the meeting.

NAAGO MEMBERSHIP FEE: The 2024 $1,400 membership fee for the Northeast Alberta Alliance for Growth and Opportunities (NAAGO) was approved. The funds will be used to continue joint lobbying on behalf of the NAAGO region, which includes municipalities from the Northeast Region.

BRIEFLY: Council appointed Coun. Phil Kushnir at the delegate on the LICA Committee and appointed Coun. Kayla Blanchette to the SPCA Committee.

A membership request from the Northern Woods and Water Highway Association was defeated by Council.

Amendments to the Policy No. 22-FN-083 Sponsorships and Donations Policy were approved by Council. The policy was updated to outline amounts for certain events and organizations.

A request to have the Lakeland Lacrosse Association come before Council as a delegation will be sent to discuss their funding request for the upcoming Ice Melter Tournament.

Coun. David Sharun, who sits on the Bonnyville Ag Society Board, will be attending the 2024 Alberta Association of Agricultural Societies Conference.
