SOLID WASTE BYLAW: Solid WasteBylaw No. 1543-23 was given first reading by Council. This will replace the consolidated Garbage Bylaw No. 963-87, which was originally created in 1987, and required updating as it didn’t address the current method of pick-up using carts and only referenced back-alley pick-up. Changes in the Solid Waste Bylaw include procedures for current operations, vocabulary, referenced legislation, and provincial departments. It also updates all of the fine amounts to current values.

PROPERTY TAX EXEMPTION: An application from the Bonnyville and District Chamber of Commerce for a Property Tax Exemption was approved by Council. The Municipal Government Act provides that a property used for a charitable or benevolent purpose that’s for the benefit of the general public and owned by a non-profit organization is exempt from taxation. However, it is up to the Municipality to make the determination with respect to whether or not the organization is providing a charitable or benevolent purpose. The exemption is for all property tax, excluding Local Improvement Tax, for the years 2023, 2024, and 2025.

STREET WIDENING PROJECT: Council approved an application for subdivision for the purpose of creating a roadway from the current lane adjacent to 39A Street. The widening of this lane to a roadway is to provide better access for future developments along with a drainage system improvement in the area.

BRIEFLY: Council approved the purchase of a table at the Portage College Student Scholarship Fundraising Dinner for $1,000.

A Wheel Loader Replacement will be purchased for $313,800, which was the lowest bid. This was roughly $13,800 more than the budgeted amount included in the 2023 Capital Budget. The additional funds will be pulled from the Equipment Replacement Reserve.

A motion was passed by Council to provide a letter of support to the Town of St. Paul for their application to the Green and Inclusive Community Buildings Program for the Clancy Richard Arena Retrofit.

Due to scheduling conflicts, Councillors Kayla Blanchette and Phil Kushnir will be unable to continue as the Council delegate on the Bonnyville SPCA and LICA boards. Coun. Kushnir will become the delegate on the SPCA board and Coun. Blanchette will take over the delegate on the LICA board.
