2023 BUDGETS: Council discussed Draft 1 of the 2023 Operating and Capital Budgets. The first draft of the Operational Budget has a deficit of $721,034, which must be balanced in order to conform with the Municipal Government Act prior to final passage. Revenue has seen a decrease from the 2022 Final Budget, including elimination of reserve transfer for snow removal, minor decreases in Farmland Taxes, Atco Franchise fee, RCMP lease, bylaw fines, and MD water and sewer revenue. Expenses have increased by $623,116 since the 2022 Final Budget. These changes include funding requests from outside organizations, technology increases, Public Works Shop Building repairs, fuel costs, among others. Draft 1 of the Capital Budget was presented to Council balanced at $16,390,093. After Council’s Strategic Planning Session last month, they identified Recreation and Wellness and Economic Development as their top two priorities. Administration presented a Capital Budget that reflects those priorities, which included funding towards Recreation and Wellness and Economic Development activities once project are approved by Council. Administration offered suggestions on projects that could be scaled back or deferred such as scaling back the Road Rehabilitation, deferring 52 Ave. Infrastructure Replacement, among others. Draft 2 of the Operational and Capital Budgets will be presented to Council at the Nov. 22 Regular Meeting.

Special Council Meeting Highlights Sept. 14 & 15

SPECIAL MEETING SEPTEMBER 14 & 15

BONNYVILLE JR. A PONTIACS: The local Jr. A team was looking to renew the Town’s sponsorship. Dennis Germain, Vice President for the Bonnyville Jr. A Pontiacs, requested Council continue to provide $15,000 to the club for the Community Ambassador Program, which subsidizes the cost of tickets to make them the cheapest in the hockey league. If Council moves ahead with the program, it would be the third season it has been in place.

PRIMARY CARE NETWORK: Jesse Stein, Executive Director for the Primary Care Network, made a presentation to Council outlining the $90,000 request from the Child and Adolescent Mental Health Collaborative and Hive Youth Club. Of that, $40,000 would go towards the Child and Adolescent Mental Health Collaborative and $50,000 to the Hive Youth Club. Both programs hope to increase the programs and ways they reach youth and adolescents in the community.

REGULAR MEETING SEPTEMBER 13

MOBILE APP: Residents will soon have a one-stop shop for Town of Bonnyville amenities. Council approved the implementation of a bciti+ Connected Mobile App, which was included in the 2022 Capital Budget and is one of Council’s objectives under the Communication Strategy Priority Focus Area. The predesigned mobile app includes core features in their Community Model, such as service status, news, nonfictions and alerts, a survey tool, calendar, service requests, among others. Administration is aiming for the app to go live October 2022.

LED Street Lights Coming to Town

BONNYVILLE – The streets of Bonnyville are about to get brighter thanks to new lights.

                Town Residents will see an increase in ATCO Electrical vehicles after Halloween as new LED street lights are installed throughout the municipality.

Bonnyville Pickleball Community Hoping New Outdoor Courts Help in Growing Numbers

BONNYVILLE – Pickleball has a long history in the Town of Bonnyville.

 For over a decade, residents have been encouraging others to try the sport and growing the community.

 “We found it would be very important for our Town to promote something to do, especially for people who are retiring or even people in their 40s and 50s to have something to do that’s healthy,” explained Town resident Estelle Dechaine.

 The sport grew in Bonnyville through word of mouth. Players, like Dechaine, encouraged others to try the sport and a group started playing at the Bonnyville and District Centennial Centre in the Field House in the mornings.
